What happened?

When you try to open the Charwiki app when the WebApi service is not operational, you get a simple 500 server error.

What should have happened?

The app should display a custom page telling the user to reload in a few moments to retry.

Steps to reproduce

Go to the Charwiki webpage while the API is not operational
